You are hereby notified that the Carson City Planning Commission will hold public hearings on Wednesday, January 25, 2023, regarding the items listed below. The meeting will start at 17:00. The meeting will be held at the Carson City Community Center, Robert “Bob” Crowell Board Room, 851 East William Street, Carson City, Nevada.

LU-2022-0492 For Possible Action: Discussion and possible action regarding an application by Alta Consulting, Ltd. (“Applicant”) for a special use permit (“SUP”) for a multifamily residential development on a property within To Silver Oak Planned Unit Retail Developed and Zoned (“RC-P”) located at the southeast corner of Silver Oak Drive and GS Richards Boulevard, Assessor’s Parcel Number (“APN”) 007-461-19. Staff Summary: The applicant is proposing to construct a 178-unit multifamily residential project on a ±6.2 acre parcel. Multifamily development is permitted within the RC zoning district with the approval of a SUP. The Planning Commission is authorized to approve the SUP.

LU-2022-0540 For Possible Action: Discussion and possible action regarding an application by NV Autobody (“Applicant”) for a special use permit (“SUP”) to permit the expansion of a body repair business of vehicles involving the installation of a new car paint booth and exterior storage exceeding 20 percent of the gross lot area on a Light Industrial (“LI”) zoned property located at 2344 Conestoga Drive, Parcel Number of the Appraiser (“APN”) 008-816-52. Staff Summary: The applicant operates an auto body repair and paint business at the facility site and is seeking to construct a new building to house a new paint booth that will replace the existing equipment located at the site. The applicant is also seeking outdoor conservation that exceeds 20 percent of the site area. The paint booth and amount of external storage require a SUP. The Planning Commission is authorized to approve the SUP.

LU-2022-0541 For Possible Action: Discussion and possible action regarding an application by David Flaherty (“Applicant”) for a special use permit (“SUP”) to expand an existing nonconforming personal storage facility on the properties adjoining and continuing the existing variances on a property zoned General Commercial (“GC”), located on the northwest side of the intersection of Sage Street and Lone Mountain Drive, Assessor’s Parcel Numbers (“APNs”) 002-071-06 to -09. Staff Summary: The applicant requests the construction of three new personal storage facilities to be located on two parcels to the east of the existing facility. The current use does not comply with all standards under Division 1.10 of the City of Carson Development Standards (“CCDS”) (Personal Storage). Pursuant to Carson City Municipal Code (“CCMC”) 18.04.030 (Nonconforming Uses) and 18.04.135 (GC), a SUP is required. The Planning Commission is authorized to approve the SUP.

LU-2022-0542 For Possible Action: Discussion and possible action regarding an application by CSAC Acquisition Inc. (“Applicant”) for a marijuana cultivation facility on property zoned General Industrial (“GI”), located at 3535 Arrowhead Drive, Assessor’s Parcel Number (“APN”) 005-053-04. (Heather Ferris, [email protected])

Staff Summary: The existing marijuana cultivation facility received a SUP in June 2015. The ownership of the facility is proposed to change. According to Carson City Development Standards (“CCDS”) 1.20.1 (a), a new SUP is required when there is a change in owner or operator. There are no proposed changes to the previously approved operation.

MPA-2023-0007 For Possible Action: Discussion and possible action regarding a request by Carson City (“Applicant”) to adopt a resolution approving a master plan amendment and recommending approval of the amendment to the Board of Supervisors (” Board” ) to change the master plan designation from Mixed Use Commercial (“MUC”) and Medium Density Residential (“MDR”) to MUC for three parcels located south of Fairview Drive, north of Colorado Street and east of S. Saliman Street, Assessor’s Parcel Numbers (“APN”) 010-061-76, 010-061-84, and 010-061-87. (Heather Ferris, [email protected]).

Staff Summary: Through the annual Master Plan and Zoning Map review, the Board and staff have identified subject parcels as suitable for consideration of a map amendment. These were before the Planning Commission for consideration as three separate amendments to the Master Plan (MPA-2022-0502; MPA-2022-0499; and MPA-2022-0496) at their December 20, 2022 meeting and continued items to at the January 25, 2023 Meeting. The recommendations have been consolidated and modified based on the discussions at the December 20, 2022 meeting. The requested master plan amendment is being made concurrently with the request for a zoning map change (ZA 2023-0008).

ZA-2023-0008 For Possible Actions: Discussion and Possible Actions Regarding a Recommendation to the Board of Supervisors (“Board”) Regarding a Request by Carson City (“Applicant”) for a Proposed Ordinance Amending the Map of zoning to change the zoning from Limited Industrial (“LI”), Single-Family 1-Acre (“SF1A”) and Single-Family 6,000 (“SF6”) to General Commercial (“GC”) for three parcels located in south of Fairview Drive, north of Colorado Street, and east of S. Saliman Street, Assessor’s Parcel Numbers (“APN”) 010-061-76, 010-061-84 and 010-061-87. (Heather Ferris, [email protected]).
